how old do u have to be to ride a pocket bike in pa and is it street legal?

Pocketbikes (assuming you mean the REALLY small, 50cc bikes) are not street legal in all 50 states. You dont need a license, and they can’t be insured. Because they are not street legal, there is no minimum age requirement to ride them
In Maryland, you can register a 49cc bike if it passes the inspection. Of course it needs turn signals, brake lights, speedo and all that stuff.
“Pocket Bikes” don’t have the indicators to be legal.
